Trouble at Christmas
It all started on Christmas Day when authorities stopped him and found out he was doing business without a license. Because of the cod, he lost his job selling flowers in the market, so he was selling his own vegetables and peppers.
He is thought to have survived an earlier attempt to oust him following Mr Jiang's intervention.
A woman working for the charity was passing by while he was talking to authorities. And they saw that the officials who were talking to him had also confiscated their vegetables.
Vivian Penn says she was "angry" at the sight. "I didn't want her to go home empty-handed that day. But I know they can't legally sell vegetables on the street.
